23rd Ave construction update: Jackson closure this weekend, drop-in tonight, early work in Zone B


Full intersection closure at S Jackson Street and 23rd Avenue S this weekend
This weekend, crews will continue demolition and paving work at the intersection of S Jackson Street and 23rd Avenue S. The intersection will be fully closed to vehicle traffic and buses from 9 p.m. on Friday, July 24, through 6 a.m. on Monday, July 27.
Throughout all hours of the weekend, neighbors can expect general construction noise, dust and vibration from dumping and hauling activities. As with the previous weekend of work at this intersection, work on Friday night will be especially noisy from 9 to 11 p.m. as the contractor works to complete concrete breaking after the bus trolley wires have been de-energized. Please note that this work is weather dependent. In the event that the work is cancelled, it will be rescheduled for a future date.
Businesses on 23rd Avenue and S Jackson Street are open during this work, so please continue showing them your support during construction! Customers can continue to access businesses by car, by driving into the local access areas, or on foot. 
One to two additional weekends of construction are expected in the S Jackson Street intersection for electrical and asphalt paving work. These weekend closures are not expected to occur until September and will likely be the final closures for this intersection.

Preliminary utility work in Zone B starts week of August 10 
The week of August 10, crews will begin work north of E Cherry Street to replace the water main under the street. This work will start between E Cherry Street and E Spring Street, and is expected to last about two months before continuing north. During this work, drivers can still travel both north and south on 23rd Avenue, though travel will be reduced to one lane in each direction.

The full northbound closure and detour is not expected to begin in the area between E Cherry and E Union Streets (Zone B) until early 2016. View the construction notice about this work for more information. 


Umoja Fest next weekend
We hope you are planning to attend this year’s Umoja FestAfricatown Heritage Festival and Paraderight here in the Central District, July 31 - August 2!

While no weekend construction is planned on 23rd Avenue during the festival, neighbors can expect increased traffic in the neighborhood, especially on Saturday, August 1, when major road closures and detours will be in place around the parade route. We will share additional tips for travel in the area in next week’s email update.

The purpose of the 23rd Avenue Corridor Improvements Project is to improve safety and mobility for people who drive, walk, bike and take transit. Phase 1 of the project includes modifying 23rd Avenue between E John Street and S Jackson Street from two lanes in each direction to one lane in each direction with a center turn lane. This phase of work also includes replacing the water main, installing new pavement, sidewalk improvements, traffic signal improvements, lighting improvements and public art. Click here to view the project fact sheet. Construction started in Zone A, between S Jackson and E Cherry streets, and will proceed into the other two zones. Work in Zone A started on June 8 and is expected to last for about eight months. All Phase 1 construction is expected to be complete by early 2017.

Powell Barnett Park Community Gathering with Mayor and Police Chief Thursday night, 6 PM

SPD is hosting a community gathering Thursday night, 6:00 PM beginning at the Alder
side (South end) of  Powell Barnett Park (http://www.seattle.gov/parks/park_detail.asp?ID=345)

Mayor Murray and Police Chief O'Toole will be present.
The event is to begin to 'take back the neighborhood' and stop the violence. The group will walk to the locations of the numerous shootings we've had in the neighborhood.
Please plan to attend with your neighbors.



23rd Avenue construction update: Full Yesler intersection closure this weekend, July 17-19


Full intersection closure at E Yesler Way and 23rd Avenue this weekend
This weekend, crews will continue moving north in Zone A to begin water main work at the intersection of E Yesler Way and 23rd Avenue. The Yesler intersection will be fully closed this weekend, starting 7 PM on Friday, July 17, through 8 AM on Sunday, July 19. Neighbors can expect around-the-clock construction and detours at this intersection.
You can learn more about the work, detours, and water service interruptions by reading the latest construction notice. Seattle Public Utilities is providing notice to nearby residents and businesses who will experience temporary water shut-offs while crews perform utility work this weekend.
The Douglas Truth Library, Catholic Community Services and nearby businesses are open during this work. Customers can continue to access these services and businesses by car by driving into the local access areas. You can also reach them on foot, as pedestrian access will be maintained. 
Jackson intersection work update
Work last weekend at the S Jackson Street and 23rd Avenue S intersection went according to schedule, with the concrete breaking (pictured above) and paving bringing work one step closer to completion at this intersection.

Crews plan to work at the Jackson Street intersection next weekend, July 24-27, to repave the four crosswalk areas of the intersection. More details will be included in next week’s email update.
Preliminary utility work in Zone B
Work on the water main is moving ahead of schedule, so crews plan to begin preliminary utility work in Zone B, E Cherry Street to E Union Street, the week of August 3. We will share more information in our email update next week.

23rd Avenue Construction News


Full intersection closure at S Jackson Street and 23rd Avenue S this weekend
This weekend, crews will begin demolition and paving work at the intersection of S Jackson Street and 23rd Avenue S to build the new roadway. Work will begin as early as 8 PM on Friday, July 10, with a full intersection closure starting at 9 PM after the bus trolley wires have been de-energized. Work will continue until 6 AM on Monday, July 13.
Neighbors can expect around-the-clock construction, detours, noise, dust and vibration as crews dump and haul away demolished concrete and start rebuilding the street. Read the latest construction notice to learn more about the work and detours.

Businesses are open during this work and we encourage the community to continue showing support throughout construction. Customers can continue to access businesses on foot, as pedestrian access will be maintained, or by car, by entering the local access areas. 
Additional weekend work is planned for July 17-20 at the E Yesler Way intersection and July 24-27 at the S Jackson Street intersection. Stay tuned for additional details.

Signal timing adjustments
Over the past few weeks, we’ve received questions from the community about traffic signal adjustments along the detour route. During the weeks of June 15 and June 22, our signal technicians made traffic signal adjustments based on the traffic patterns that developed after the first two weeks of construction.
So far these changes have helped manage traffic back-ups on intersecting arterials, though congestion still occurs during peak hours, as it did before construction began. At the start of every construction project, it is an iterative effort to adjust signals or implement other traffic changes, so we appreciate your patience. Please continue to reach out to us with your questions and observations!
July community drop-in session
Each month throughout construction, SDOT is hosting a drop-in session to answer questions and discuss the project with community members. If you have questions about the project or construction impacts, we hope you join us for our next drop-in session on July 22.

Tuesday July 14th Neighborhood Meeting with 21st/Madison Developer

Jim Mueller, who's been involved in many projects in our neighborhood, contacted me to set up this informal neighborhood meeting to discuss his development of the old Firestone site, opposite the Safeway on Madison. Here are links to the City Documents on the project, including the Design Proposal (containing many details of the proposed building).

The City's public Early Design Guidance Hearing, at which you can make public comment, will be on Wednesday July 22nd. The official meeting announcement is copied below.

Wednesday July 15th Neighborhood Land Use Meeting

The Central Area Land Use Committee invites our neighborhood to join them in this meeting with the developers of this project. They note:

 the project at 203 24th Ave E being developed by Ewing & Clark - designed by Skidmore/Janette Architecture. This particular project is small enough to go through Administrative Design Review (no public Early Design Guidance or Design Review Board meetings) but given that it will create 35 +/- new units, we felt it made sense to engage the developer in a community conversation. Above is the flyer we've distributed to the surrounding neighbors as well as a link to the City's project documents

23rd Avenue Construction Update

No construction activity July 3 through July 5
Crews will not be working on the 23rd Avenue Project over the Fourth of July weekend (Friday through Sunday). Enjoy the holiday, and please continue to follow the Zone A detour route and avoid cutting through neighborhood streets.
